Ship Creek has enormous potential to promote economic health and a high quality of life for the Anchorage area. It is a hub of industrial, recreational, and tourism activities with the second most fished creek in the state; over 600,000 tourists pass through the Alaska Railroad Depot annually; and 90 percent of the state's goods arrive on critical marine, rail, and freight trucking services for distribution.

The Multi-Modal Transportation Plan will be a long-range plan that takes into consideration the complex transportation network in Ship Creek and addresses the needs of different transportation modes including cars, trucks, trains, pedestrians, and bicyclists. To help accomplish this task, the Municipality of Anchorage created a Task Force to provide input on the project. The Task Force has helped to identify key issues in the area and develop draft evaluation criteria to measure the different transportation alternatives against.

Draft Evaluation Criteria

Enhance and ensure the continuation of:

1. Efficient and safe freight and commercial movement to, from, and within the Port and Ship Creek basin

2. Alternative routes to Ship Creek and the Port for emergency use

3. Potential for expansion of Port Operations

4. Multi-modal transportation options

5. Conflict resolution between rail, truck, vehicles, pedestrians, and bicycles

6. Improved pedestrian access and circulation including continued access to Ship Creek fisheries

7. New development and redevelopment opportunities in Ship Creek and Downtown

8. Improved internal circulation

9. Pedestrian links to Downtown, Government Hill, and Fairview

10. Environmental quality of Ship Creek

11. Potential for expansion of railroad services and improved railyard operations

12. Cost effective and feasible staged implementation plans
